Yes, they do have a difficult job — but was putting GDS in the Cabinet Office the wisest move? And I mean that in a “It probably was” way, inside and yet outside of the orbiting departments, with a remit to push out from centrally. So yes, difficult, but made easier by being central. At the same time, does this mean GDS don’t quite understand the difficulties, the deviance of other arms of gov, and arms of gov that themselves are split and spread all over the country (subcultures of the subculture, lacking consistency let alone uniformity)?
